No this is good. only designated town leaders should be able to use nation bank. this prevents griefing and the such

The problem with this is not even town leaders within a nation can use the nation bank.

With the way towny's permissions are currently set up nation and town members basically can't do anything at all. I'm talking about leaders of towns within nations not being able to manage the nation bank or change any of the nation's configurations such as the board message among other things, namely everything. Town members quite literally can't do anything at all. In order for the server to be palatable for those who aren't the mayors of their town and the kings of their nation this needs to be fixed right away.
